Strategy/Scenarios ("on the arouse east of europe, new cultural revolution will happen" .. solzhenitsyn)

after more then a decade of devastation, the city of belgrade is in a process to become, once more, the mark in defining its role in macro balkan-european sphere of interests and on a global world market . today it is still only a potential, but tomorrow it is an input, a field of investments . that is the reason we consider its matrix provisionally, as a process of transition, as a metanephros .. hereby, we have chosen non-direct approach; with possible models of growth we are anticipating high level of life standards, and a clear attitude of what belgrade will be .. we define four major parts of belgrades development, targets of our research : - central city island, - danube coridor and waterfronts, - third belgrade on the northern side, - new city downtown the focus is on the practically unused and intact, even forgotten resource of rivers and central island and on evolution in a matter of traffic-circulation and reorganization of city matrix ((future radial system with layers); connections over the rivers and redevelopment of new areas in a future city's ring-round in one entity with maximum sustainability approach .... overlapping is in one future centre to exceed temporary eccentric and de-arranged city core .. made by a formal game of two rivers stands a grand island with its own identity reflecting the complexity of the city as its geographical centre .. the point of interposition of all external influences which makes the island as the empty space of the city . naturaly shaped city texture by danube and sava rivers extensions as three attached yet separated entity's .. three regions formally called belgrade have their own separated evolution's .. what would be a paris without cité . rotterdam without shie . rome without tiburtino or new york without koni island .... it is time for belgrade to reveal in final form - metazoan (higher state of development) . its implosion and rounding the process of upgrowth . in this group of thoughts formed in 'project belgrade', city of belgrade is generating its future centre and its final spatial distribution .. .... we must chose its future shape . the system of concentric "amoebic" extensions will create the mechanism that will generate the expected process of rhythmical implosion/density and logical upgrowth of centre .. the new formed corpus is rational . The dominant merit is in its discontinuity. Formed in a border of different cultures, influences, erasing its matrix and then again revival for centuries. That is the nature of great-potential cities: to transform the structural bias into the multiple reflections so that they look open to each input. finally this project in its multi-disciplinary form tries to rationalize the process of growth with great emphasize of economical flavor .. belgrade has once more become the target in defining its role in macro balkan-european border or even better its sphere of interests . we form a word "transition-ism" as a reflection of what belgrade has become today . today it is a potential . tomorrow it is an input . field of investment .. that is the reason to consider its matrix provisionally . as a process of transition . as a metanephros . and as prof. marko popovich said " the dominant merit is in its discontinuity . formed in a border of different cultures . influences . erasing its matrix and again revival for century's . that is the nature of great-potential cities : to transform the structural bias into the multiple reflections so that they look open to each input" .. the fundamental evolution should not neglect island as impulse of the city and it is just a matter of treatment of that forgiven space and for sure the place of enormous market potential . we wish to analyze the possible demographic movements in the future also that could be forced with that reorganization ... in a way projects have two major approaches - the general one which is more global scale strategy and the detailed one which makes singular parts of city developed and re-united again .... that approach gives us a possibility for an additional treatment in a manner of digression to a contemporary praxis as well as to become fully open minded for its upgrowth .. that is why the whole topic of project belgrade has eclectic character in its elaboration . some kind of lingual parallel or let us say translation . contemporary sensibility added to impulse of a historical sense gives this project a nerve of intrigue conflict of past . present and visions that is a rare approach in this hyper-production period. Our scenario goes without any style distinction or pre-receipt-form, but we must chose the 'form' of the city finaly. The principle of the pulsing mechanism of concentric free-forms implicates two processes of growth. The first phase is the 'city implosion' till its essence; convergence of identity into global aggregation that now becomes its core, energy collector and communicator troughtout the city rivers; therefore shrinking of the city and its focus on rivers till the moment of certain density and rhythm of change into a new city center – great central island. The second phase is the 'center's city expansion' in proportionaly equal space distinctions; meaning widening of its central structure till reaching practicable size. We know that our city is an evolution, a process, a plan,… but also a rendomness; all of that mixed, permeated, gives unique sense of belgrade.

BG:ID .. Belgrade identity/ies

The Project has a few dimensions that we want to point out. basicly we are trying to create a database of the city effects, by the different forms of the citys identity .. from the phenomenon of the 'non controled, wild, structures' till life of its citizens…forms of urban chaos till the moment we define directly the specific city rhythm, that makes it unique .. here we have belgrade identity (BG:ID). .. this project observes .. analysis .. designs .. it values in order to establish new standards .. it suggests . plans city of belgrade as a phenomenon …. belgrade is a city of curiously specific determinations . political . social . geographical . city of many multi-layered identities (multi ~ isms ) .. plurality of the past being over and over again destroyed and renewed - from an antic singidunum - celtic village - middleages bizzants border - turkish oriental 'sheher' - baroc then neoclassicism order - modernism or soc-realism or social estetism - communistic 'titoism' revolutionary forms - postmodernistic fill-in - war destructive forms of '90s – till our new formed term of mental and formal 'transition-ism' .. one of the european metropoles without urban continuity in history, and that is the reality we can find in its current presentation. Belgrade had a (mis)chance to be grow on the european border, on the border of its cultural influence; on the location influenced by the various world populations; that gave a unique destiny and formed a discontinuity in its identity, erasing one cultural matrix and establishing the other on its ruins, then devastation, then renewal etc. – that is probably the main and dominant merit of its identity. .. we think that the multi-culturality and this multi-identity produced chaos is an advantage of our city in the future ..
